Joseph Paul Manley

Joseph "Paul" Manley, founding Principal and Lead Consultant of Risk Mitigation Technologies, LLC., is a security expert with more than three decades of first-hand experience in the public safety and private security industries, providing training, education, and management for clients and citizens with diverse security needs.

In a career dedicated to identifying and resolving problems before they reach emergency status, Paul served for three decades in community and federal law enforcement as a police officer, retiring with the rank of lieutenant. He has also been an adjunct faculty member instructing students in criminal justice and security studies.

Paul holds a master’s degree in Criminal Justice Administration and has more than 12 years of college teaching experience. In addition, he is a published author who writes leadership articles on relevant public safety and security topics. Paul is also a member of the International Association of Professional Security Consultants. He has served on the Board of the International Public Safety Association and is frequently called upon to speak on public safety and security related topics. Paul believes that mentoring future generations of public safety and security personnel is a privilege and responsibility.

Paul is a Board-Certified Workplace Violence & Threat Specialist (WVTS), Certified Crisis Intervention Specialist (CCIS), Certified Crime Scene Investigator, Certified De-escalation Instructor, Certified Protection Officer Instructor (CPOI), Certified Active Attacker Instructor, Certified Security Operations Specialist (CSOS), and Certified Situational Awareness Advanced Practitioner (SAS-AAP).
