Shawn joined First Match in January 2021 with an abundance of experience in the Juvenile Justice System. Throughout his career, Shawn has worked with probation departments from Pennsylvania, Maryland, West Virginia, Tennessee, Virginia, and California. He also worked directly with state and local governments to implement juvenile justice reform initiatives and by providing services to adjudicated delinquent and dependent youth.
Shawn served as SPEP™ Project Manager at the Evidence-Based Prevention and Intervention Support (EPIS) Center at Penn State University. In this position, he was responsible for engaging probation departments across the state to apply the findings of the Standardized Program Evaluation Protocol (SPEP™), a scoring system used to estimate the impact
of juvenile justice programs on reducing recidivism. He also developed training curricula for juvenile probation and service providers to interpret the SPEP™ findings, and coordinated trainings throughout the state.
Shawn holds a Master of Public Administration from Penn State University and a Bachelor of Science in Biblical Studies from East Coast Bible College.
