Adriana Kugler
Adriana Kugler

Full Professor at Georgetown University

District of Columbia, United States

Adriana Kugler is an American economist, public servant, and academic whose career spans the highest levels of U.S. and global economic policy. Currently a Full Professor at Georgetown University's McCourt School of Public Policy and Economics, she has spent over 15 years shaping research, faculty development, and public discourse on labor markets, monetary policy, and economic inequality. Her work bridges the worlds of academic research, government service, and global institutions, reflecting a career defined by intellectual rigor, policy impact, and a deep commitment to inclusive economic growth. Most recently, Dr. Kugler served as a Governor of the Federal Reserve Board from September 2023 to August 2025, following her nomination by President Biden and confirmation by the U.S. Senate. As one of only seven members of the Federal Reserve Board, she held a voting seat on the Federal Open Market Committee (FOMC), the body responsible for setting U.S. monetary policy. During her tenure, she was an active member of the Committee on Financial Stability, the Committee on Federal Reserve Bank Affairs, the Committee on Board Affairs, and the Subcommittee on Smaller Regional and Community Banking. She also served as the Board's representative to the Center for Latin American Monetary Studies and visited 10 of the 12 Federal Reserve districts, engaging directly with communities, businesses, and local leaders across the country. Her public speeches addressed some of the most consequential economic questions of our time: the role of global and domestic forces on inflation, the distributional effects of rising prices on working families, the transmission mechanisms of monetary policy, the importance of inflation expectations, and the Fed's maximum employment mandate. Her ability to communicate complex economic dynamics to diverse audiences made her one of the most visible and accessible voices at the Federal Reserve during her tenure. Prior to the Federal Reserve, Dr. Kugler served as the U.S. Executive Director of the World Bank from 2022 to 2023, again nominated by President Biden and confirmed by the Senate. In that role, she championed the evolution of the World Bank and other Multilateral Development Institutions to address critical global public goods, including climate change, pandemic preparedness, and conflict response. She was instrumental in expediting budget support for Ukraine during a critical period, and led initiatives targeting global food insecurity, addressing both immediate humanitarian access and long-term agricultural production capacity. She also supported pandemic-related education recovery efforts in developing economies and advocated strongly for women and underrepresented groups within the institution and across its programs. Her contributions to the multilateral development system earned her the prestigious Chase Award from the U.S. Department of the Treasury. Earlier in her career, Dr. Kugler served as Chief Economist at the U.S. Department of Labor during the Obama Administration from 2011 to 2013. In that capacity, she contributed to policy development on unemployment insurance, workforce training, retirement benefits, overtime pay, minimum wage, immigration, disability insurance, and occupational safety, helping to shape policies that affected millions of American workers. She also co-founded the International Summer Institute on Policy Evaluation, which she co-directed from 2010 to 2013, training a new generation of economists in rigorous policy analysis. At Georgetown University, where she has been a faculty member for more than 15 years, Dr. Kugler served as Vice Provost for Faculty from 2013 to 2016. In that capacity, she led initiatives to clarify promotion and tenure processes, revamped the new-faculty orientation experience, developed a new framework for non-tenure-track faculty, and secured an NSF grant to support women in STEM fields. Her leadership in faculty affairs reflected the same commitment to transparency, equity, and institutional excellence that has characterized her work in public service. Before joining Georgetown, she held faculty positions at the University of Houston and the University of Pompeu Fabra in Barcelona, building an international perspective that continues to inform her research and teaching. Dr. Kugler's research focuses on labor markets and policy evaluation in both developed and developing economies. Her work on payroll taxes, employment protections, occupational licensing, unemployment, and immigration has been published in some of the most respected peer-reviewed journals in the field, including the American Economic Review, the Review of Economics & Statistics, the American Economic Journal: Applied Economics, and the Journal of Labor Economics. Her findings have shaped major global reports including World Bank World Development Reports and publications by the Inter-American Development Bank and the OECD. She holds Research Associate and Research Fellow positions at the National Bureau of Economic Research and the Center for Economic Policy Research, and has received research funding from the NSF, the UK's Economic and Social Research Council, Harvard's Evidence for Policy Design, and the Tinker Foundation. Her expertise and influence have earned her widespread recognition. She has been named to Barron's 100 Most Influential Women in U.S. Finance for two consecutive years, 2024 and 2025, and was named one of Bloomberg Linea's 500 Most Influential People in Latin America in 2023. She received the John T. Dunlop Outstanding Scholar Award from the Labor and Employment Relations Association in 2007, and one of her papers earned First Prize for Best Contribution in the area of Globalization, Regulations and Development from the Global Development Network in 2010. At Georgetown, she was Runner-up for the Leslie Whittington Faculty Member of the Year Award and a Finalist for the Gerald M. Mara Faculty Mentoring Award. Mentorship and inclusion are central to Dr. Kugler's identity as a scholar and leader. She believes deeply in building pathways into the economics profession for those who have historically been underrepresented, and she has acted on that belief throughout her career. She has mentored students and professionals through the AEA Pipeline Program, the AEA's Committee on the Status of Women in the Economics Profession (CSWEP), the Center for Black Entrepreneurship Research Fellowship Program, a joint initiative of Spelman College, Morehouse College, and the Black Economic Alliance Foundation, and Exploring Careers in Economics. She supported the relaunch of the Federal Reserve Board's mentoring program and has co-authored with numerous graduate students throughout her career. She has been invited to deliver commencement addresses at both the University of California, Berkeley and the University of Virginia, a testament to the inspiration she provides to emerging generations of scholars and public servants. Dr. Kugler is a sought-after keynote speaker and thought leader who has addressed audiences at the London School of Economics, Princeton University, Harvard University, the European Central Bank, and the Economic Club of New York. She has testified before Congress as an expert witness and served in advisory roles with the National Academies, the American Statistical Association, and the Bureau of Labor Statistics. Earlier in her career, she held academic visiting positions at MIT, IZA Bonn, and INSEE-CREST in Paris. Her work has been featured in The Economist, The Wall Street Journal, The New York Times, the Financial Times, and The Washington Post, as well as on national and international broadcast platforms. She earned her Ph.D. in Economics from the University of California, Berkeley in 1997 and her Joint BA in Economics and Political Science with First Class Honors from McGill University in 1991.
